Dozens of adolescents—some as young as 14—have been arrested for plotting attacks on public spaces, including churches, shopping centers, and music venues.

Driven largely by online propaganda, these youth are being recruited into both Islamist and far-right extremist networks. Digital platforms and AI-driven content amplification are accelerating the radicalization process, making it harder for authorities to intervene early.

In April 2024, German authorities thwarted an Easter weekend plot involving four teens planning attacks on churches and synagogues. This follows a deadly machete assault in Spain where a Moroccan attacker targeted worshipers in two churches.

While Islamist extremism remains a key driver—especially in the wake of the Gaza conflict—Europe’s far-right movements are also gaining traction among teens through online echo chambers rooted in nationalism, anti-immigrant rhetoric, and conspiracy theories.

Europol reports a fourfold increase in terrorist plots from 2022 to 2023, underscoring the scale and urgency of this threat. In response, European authorities have reformed their counterterrorism strategies to better monitor youth activity online and strengthen community-based prevention efforts.
